Strategic Transformation Leader

ECA, a premier knowledge institution, is seeking a Director to deliver ideas and actions for an empowered Africa. The mission is guided by ECA's five strategic directions, focusing on economic diversification, job creation, and infrastructure development. This post is located in the Sub Regional Office for Northern Africa (SRO-NA) in Rabat, Morocco.

The incumbent will contribute to achieving structural transformation and balanced development through environment creation for employment in North Africa. SRO-NA serves Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia.

• Formulate and implement the substantive work programme of SRO-NA.
• Oversee the management of activities undertaken by SRO-NA, ensuring timely completion and coordination with Headquarters and other organizations.
• Provide intellectual, technical, and managerial vision and leadership for SRO-NA.
• Serve as principal adviser to the Executive Secretary on regional integration, AfCFTA, and cooperation in Northern Africa.
• Assess economic and social development needs, formulate policy options, and monitor results in collaboration with ECA Divisions and other SROs.

The Director will coordinate work carried out by different units under SRO-NA and other agencies, providing programmatic/substantive reviews of drafts prepared by others. They will also oversee report preparation for presentation to intergovernmental bodies.

• A minimum of 15 years of experience in economic research, management, and analysis of socio-economic development issues.
• Leadership experience in interdisciplinary efforts, particularly in development programmes within international organizations.
• Experience in facilitating intergovernmental processes and promoting policy coherence.
• Regional experience in integration and social/economic structural transformation in developing countries.

The ideal candidate will have strong analytical, communication, and project management skills, with the ability to lead teams and foster partnerships across the sub-region. Fluency in French is required, with English being desirable. Knowledge of Arabic is an advantage.
