Project Director

I-Talent is seeking an experienced and highly autonomous Project Director to lead the end-to-end establishment of our client's new industrial manufacturing facility in Morocco (a "greenfield" project). The Director will be solely responsible for delivering the project from concept and preliminary investment analysis through site selection, government approvals, construction, and final commissioning.

This is a high-impact leadership role requiring a blend of technical construction expertise, financial acumen, and superior diplomatic skills to navigate the local business and regulatory landscape.

Key Responsibilities

Strategy & Investment Phase (Build from Zero)

• Investment & Feasibility Analysis: Collaborate with internal finance teams to refine the project's business case, provide accurate cost estimates (CAPEX/OPEX), and manage the overall project budget to ensure alignment with financial objectives.
• Land Acquisition & Real Estate: Lead the process for identifying, evaluating, and securing the optimal site for the facility. This includes conducting thorough due diligence, negotiating complex agreements with landlords, developers, or industrial park authorities, and managing all necessary legal documentation for land title/leasehold.
• Local Government & Regulatory Relations: Act as the primary liaison with Moroccan governmental agencies (e.g., AMDIE, Ministry of Industry, CRIs, local municipalities) to secure all required construction, environmental, and operational permits, licenses, and incentives.
• Stakeholder Alignment: Develop and maintain strong, cooperative relationships with all local, national, and international stakeholders involved in the investment and construction process.

Project Management & Execution

• End-to-End Delivery: Oversee the entire project lifecycle, from preliminary design and engineering through procurement, construction, and pre-production commissioning.
• Vendor Management: Select, negotiate contracts with, and manage all third-party vendors, including design consultants, contractors (EPC/CM), and specialized sub-contractors, ensuring they adhere to quality, safety, and regulatory standards.
• Budget & Schedule Control: Establish and strictly manage the Master Project Schedule, tracking progress against milestones and proactively identifying and mitigating risks (time, cost, and quality) to ensure on-time and on-budget delivery.
• Quality Assurance (QA/QC): Implement rigorous quality control protocols across all construction and installation activities to ensure the facility meets international engineering and safety standards.

Required Qualifications & Skills

• Experience (Mandatory): Minimum of 10 years of progressive experience in large-scale industrial/factory construction or capital projects, with at least one documented successful greenfield project (built from concept to completion), ideally within the MENA region or a similar emerging market.
• Domain Expertise: Proven experience in the core components of this role:
• Investment Analysis & Financial Planning for large capital projects.
• Commercial Real Estate/Land Acquisition and lease negotiation.
• Working directly with local and national government agencies for permits/incentives.
• Education: Bachelor's degree in Engineering (Civil, Mechanical, or Industrial) or Construction Management. A Master's degree or an MBA is a significant advantage.
• Certifications: PMP (Project Management Professional) or equivalent certification is required.
• Language Proficiency (MANDATORY): Fluent written and spoken English is required for communication with the international executive team. Proficiency in French or Moroccan Arabic is highly advantageous for local government and site coordination.
• Technical Skills: Deep understanding of construction methodologies, procurement processes, risk management tools, and project management software.
