Position Overview The Operations Manager is responsible for overseeing the execution and delivery of the company’s entire portfolio of construction projects, including residential, commercial and office buildings, hospitals and clinics, universities and educational facilities, hotels, and industrial buildings. The role provides overall operational leadership across multiple projects, ensuring delivery within agreed timelines, budgets, quality, safety, and targeted margins. The Operations Manager supervises and guides Project Managers while overseeing key operational support functions including equipment and maintenance, central warehousing, logistics, and transportation. The position is also responsible for ensuring that each project has the required manpower, equipment, materials, and resources at the right time, while maintaining consistent execution standards across all sites through final handover.

Key Responsibilities
• Oversee the execution of all construction projects from mobilization through final handover, ensuring compliance with schedules, budgets, quality, safety, and profitability targets.
• Lead weekly project reviews with Project Managers, identify potential issues early, and implement recovery plans where required.
• Provide direct intervention and support on critical or underperforming projects.
• Standardize project management methods, procedures, reporting, dashboards, and execution practices across all sites.
• Oversee project mobilization, including the transition from the technical team to the execution team, review of contracts, drawings, risks, budgets, schedules, and site setup plans.
• Ensure timely mobilization of manpower, equipment, materials, and other project resources.
• Review and approve construction methods covering reinforced concrete, post-tensioning, prefabrication, steel structures, formwork, scaffolding, lifting, building envelopes, and façades.
• Ensure effective coordination of MEP works, including HVAC, plumbing, electrical, ELV, medical gases, clean rooms, and laboratories.
• Identify value-engineering opportunities and resolve technical site issues in coordination with the Technical Director and consultants.
• Plan and allocate manpower, management resources, equipment, formwork, and scaffolding across projects.
• Manage the overall resource loading plan and transfer resources between projects where required.
• Monitor project budgets, cost forecasts, margins, variations, additional works, and claims.
• Review and approve progress statements and ensure timely invoicing and collection.
• Oversee the company’s equipment fleet, including purchasing, rental, renewal, preventive maintenance, utilization, fuel consumption, and operating costs.
• Supervise the central warehouse, including stock movements, traceability, inventories, material consumption, and redistribution of surplus materials and tools between sites.
• Oversee logistics and transportation, including material deliveries, inter-site transfers, trucks, and drivers.
• Review and approve site purchase orders based on cost, specifications, and delivery requirements.
• Participate in the selection and management of subcontractors, monitor their performance and progress, and approve work completed for payment.
• Evaluate the performance of suppliers and subcontractors.
• Take overall responsibility for health, safety, and environmental performance across all construction sites and ensure compliance with HSE procedures and applicable regulations.
• Lead incident investigations and follow up on corrective actions.
• Ensure implementation of quality plans and oversee inspections, snagging, provisional and final handovers, and completion of as-built documentation.
• Act as a senior operational contact with clients, architects, engineering consultants, and control offices, and participate in project steering committees.
• Support tendering and commercial activities through input on methodology, schedules, pricing, and execution risks.
• Lead, motivate, and evaluate Project Managers and the heads of Equipment & Maintenance, Warehousing, and Logistics.
• Participate in the recruitment and development of project management and site teams and support the development of junior engineers.
• Prepare and participate in regular operational reviews with senior management.
• Ensure effective use of the company’s digital project management and reporting systems. Requirements Key Requirements
• Engineering degree or Master’s degree in Civil Engineering, Construction, Building Engineering, or a related field. Project Management certification or MBA is an advantage.
• Minimum 15 years of experience in building construction, preferably within a general contracting/construction company.
• At least 5 years of experience in a senior operational or project leadership position, such as Operations Director, Projects Director, or Senior Project Manager overseeing multiple projects simultaneously.
• Proven experience managing at least 4–5 construction projects simultaneously.
• Strong track record across different types of buildings, including residential, commercial and office buildings, hospitals and clinics, universities and educational facilities, and hotels.
• Proven experience with technically complex buildings, particularly hospitals and higher-education facilities.
• Experience managing construction equipment fleets, central warehouses, and site logistics.
• Strong knowledge of construction practices and the Moroccan construction environment.
• Strong technical knowledge of construction methods, structures, formwork, prefabrication, and coordination of MEP works.
• Strong project management skills, including planning, cost control, contractual management, claims, and risk management.
• Ability to critically review construction drawings and documentation and propose alternative technical solutions.
• Strong leadership and decision-making skills, with the ability to manage Project Managers and multidisciplinary teams under pressure.
• Strong field presence, integrity, accountability, and results orientation.
• Excellent negotiation and communication skills with clients, consultants, subcontractors, and suppliers.
• Strong reporting and analytical skills.
• Good knowledge of Microsoft Office; BIM knowledge is an advantage.
• Fluent French is mandatory.
• Professional English is required.
• Arabic/Darija is an advantage.
• Willingness and full availability to travel extensively across Morocco and maintain a strong presence on construction sites.
• Availability outside normal

working hours
when required by urgent site situations.
