Responsibilities

  1. OHSE Policies and Procedures


• Implementation of health and safety systems and procedures on site and office's that reflect best practice standards and ensure full legal/regulatory certification compliance, as well as being in line with Archetype Group standards.


• Develop the OHSE strategy for the project, produce a site specific HSE plan, and ensure full legal/regulatory compliance, as well as being in line with Archetype Group standards.


• Implement the necessary HSE Documentation, Policy & Procedures to ensure compliance and support the site safety plan.


• Manage the safety team on site.


• Ensure the implementation of the Emergency Action Plan for project and monitor its effectiveness by undertaking fire evacuation drills on all sites at least twice per year.


• Provide leadership, guidance, advice and support on health and safety and environmental matters.
• To undertake safety inspections in conjunction with appointed HSE representatives and members of the H&S Committee., and notifying any non-conformance or breach to the Project Manager.


• Incorporate "best practice" into health and safety planning and training.


• Provide training for staff and site personnel in relation to HSE requirements.


• Provide support and advice to the Health & Safety committee's


• Respond to requests for HSE advice/guidance/information wherever appropriate.


• Liaison between management and government authorities on all matters relating to health, safety and environment to ensure consistent application and understanding of policies and procedures.


• Implementation of E-Projects on all projects where safety is part.

  1. Monitoring Performance


• Implement corrective action procedures to resolve matters arising from audits or accidents as required.


• Liaise and coordinate with contractors to ensure appropriate safety plans are in place and being adhered to.


• Undertake regular site inspections, risk management and implement hazard reduction procedures to anticipate and prevent site safety problems.


• Manage safety incidents, including ensuring there is an appropriate emergency procedure, incident register is maintained and injuries are reported


• Assess Contractor safety performance.


• Investigate accidents, incidents and near miss providing full reports to senior management, prepare report of findings, including recommendations to prevent recurrence and implement approved course of action.


• Conduct regular safety audits on site and producing the monthly safety reports.


• Through audits ensure compliance with OHSAS18001, ISO14001 & ISO9001 requirements


• Liaise with relevant government authorities regarding site safety as required.


• Ensure HSE awareness and participation of all site personnel, including but not limited to, running toolbox talks.


• Liaise with third party auditors.


• Manage investigations with, government agencies, enforcement bodies, local authority & clients

  1. Health and Safety


• Maintain accident statistics, analyze trends and propose and take remedial action where necessary


• Assist and support project teams in the preparation of hazard & risk assessments. Monitor the availability and appropriateness of risk assessments and, where necessary, safe working practices.


• Maintain a register of First Aiders and ensure the adequate provision of first-aid and welfare facilities.


• Ensure all First Aiders are appropriately trained, and (subject to qualification) provide training to members of staff.


• Develop procedures to ensure that contractor's, suppliers, consultants and other irregular visitors to the office and project's comply with relevant legislation and company safety policies.


• Meet and co-operate with visiting health, safety and environmental officers as required.


• Promote good practices and lessons learned and drive continual improvement in HSE in order to create a health and safety culture.

  1. Reporting


• Ensure that risk & hazard identification/site safety compliance documentation is maintained and recorded.


• Encourage reporting of accidents and incidents by all site personnel.


• Ensure they are recorded and reported.


• Conduct investigation and reporting of all accidents, incidents & near miss.
• Prepare the site monthly HSE and additional required reports for the review by the Senior HSE Manager.

  1. Coaching and Support


• Provide leadership and support in HSE to project management team.


• Provide timely health and safety information and advice as required.


• Ensure understanding of HSE requirements.


• Conduct appropriate training and induction.


• Respond to current HSE issues and develop necessary interventions.

  1. Environmental Management


• Be the catalyst for activity and commitment to environmental management.


• Ensure, at minimum, legal compliance and reduce risk of non-compliance.


• Identify opportunities for continuous environmental improvement and implement programs.


• Promote and coordinate the integration of environmental management and sustainability issues.

Competencies


• 5+ years' experience in site safety management, specifically high rise and industrial projects are mandatory.


• Maintain an Advanced knowledge of safety regulations and compliance requirements.


• Advanced skills in ensuring compliance including the confidence to strictly administer safety systems and close sites if necessary.


• Advanced attention to detail, particularly in respect to safety requirements of Archetype Group and site contractors.
• Advanced written and verbal communication skills, with the ability to write clear reports.


• Previous experience in an expatriate environment with international clients .


• Intermediate leadership skills, ensuring teams are well motivated, organized, and able to provide clear direction and manage conflict.


• Intermediate client and contractor management skills, including demonstrable negotiation skills and inter-personal skills.


• Intermediate working knowledge of software used in project management including: Microsoft Office.


• Fluency in written and spoken English is a pre-requisite.
