Description of the Project:

As part of the Reform of Morocco's National Health System, supported by the World Bank (WB) to the Ministry of Health (MoH), the issue of Medical and Pharmaceutical Waste (MPW) management has emerged as a crucial challenge for public health, environmental safety, and sound health governance.

An assessment of the management of solid and liquid medical and pharmaceutical waste was conducted through a survey, aiming to establish a precise baseline and better guide the development of the National MPW Management Plan.

The development of a National MPW Management Plan, which will be broken down into regional action plans, is a strategic and coherent response aligned with:

• The current territorial reorganization of the health system in Morocco through the creation of Territorial Health Groups, which must integrate MPW management into their local governance model;

• The modernization of primary and hospital healthcare, which requires a rigorous framework for service quality and environmental safety.

• Compliance with international recommendations, particularly those of the WHO (2022), which advocate for eco-responsible management of healthcare waste in resilient health systems.

The relevance of this plan is thus based on three main pillars:

1. Promoting best practices in sorting, storage, transport, and treatment of MPW, in accordance with national and international standards.

2. Strengthening technical, financial, and institutional capacities at all levels of the health system.

3. Ensuring sustainable and integrated management of MPW, within a framework of ecological transition and environmental health.

General Objective:
To contribute to improving the governance of medical and pharmaceutical waste management by mobilizing technical expertise for the development of a national plan for the management of solid and liquid medical and pharmaceutical waste.

Specific Objectives:

• Develop a methodological framework based on the national context and evidence.

• Lead the process for developing the National MPW Management Plan.

• Initiate regional teams for the development of Regional MPW Management Plans.

Duties and Responsibilities:

• International and national literature review and analysis on best practices for Medical and Pharmaceutical Waste Management.

• Finalization and validation of the methodological note that defines the proposed approach for conducting this consultancy.

• Assessment of the governance status of MPW management: Visits to healthcare facilities in three regions, analysis of field data and the evaluation survey on MPW management.

• Facilitation of a workshop for the development of the national MPW management plan.

• Support to the MoH in drafting the national MPW management plan and a summary note.

• Support to the MoH in developing the implementation roadmap for the national MPW management plan.

• Presentation of the consultancy results and validation of the national MPW management plan and roadmap during a national workshop.

• Facilitation of introductory workshops for the development of Regional MPW Management Plans.

Deliverables (all in French):

• Methodological note for the consultancy;

• Evaluation report on the governance status of MPW management.

• Report on the proceedings of the workshop for the development of the national MPW management plan.

• Consultancy report:

• Draft of the national MPW management plan and summary note.

• Implementation roadmap for the national plan.

• Report on the proceedings of the workshop presenting the plan and the roadmap.

• Report on the introductory workshops for the development of Regional MPW Management Plans.

Selection Criteria:

• Advanced degree in the relevant field.

• At least 10 years of experience in environmental health, particularly in the management of medical and pharmaceutical waste.

• In-depth knowledge of health and environmental risks related to MPW.

• Skills in planning and facilitating workshops and presentations.

• Excellent command of the French language.

• A curriculum vitae (CV) detailing relevant experience and qualifications (in French).

• A methodological note (5-7 pages in French) presenting the understanding of the terms of reference, the proposed approach for carrying out the tasks, and an implementation schedule.

Terms of the contract: This is a short-term consultant (STC) assignment for 40 days, the STC will work with the WB team in Morocco and the MoH team and will report to Ilhame Ouansafi and Sanae Benyahyi in the WB.
