Responsable Engagements Corporate & EEP
.

Missions principales

  • Concevoir et mettre en œuvre
    une doctrine d'intervention dédiée aux EEP, alignée sur la stratégie nationale de désengagement progressif de la garantie d'État.
  • Instruire et superviser
    le cycle complet des engagements : analyse financière, juridique et sectorielle, contractualisation, suivi et reporting stratégique.
  • Animer un dialogue institutionnel de haut niveau
    avec banques, investisseurs, bailleurs internationaux, directions générales d'EEP, ANGSPE et MEF.
  • Représenter l'institution
    devant les instances de gouvernance et les comités d'engagement, en garantissant rigueur, transparence et crédibilité.
  • Industrialiser le dispositif d'engagements
    : outillage SI, référentiel documentaire, reporting consolidé et immédiatement actionnable.
  • Structurer et diriger une équipe experte
    , mobilisée autour des enjeux de souveraineté financière, de performance et de service public moderne.
  • Contribuer à la visibilité externe
    de l'institution via benchmarks internationaux, groupes de travail interministériels et échanges avec agences de notation.

Profil recherché

  • Expérience
    : minimum 15 ans dans des environnements financiers complexes (banques de développement, bailleurs internationaux, grandes institutions publiques ou privées), avec exposition directe à des financements structurés, garanties publiques ou projets quasi-souverains.
  • Formation
    : Bac+5/Grande École ou université de référence en finance, économie, gestion publique ou politiques publiques.
  • Double formation (finance + droit public / affaires internationales) fortement valorisée.
  • Certifications appréciées : CFA, Risk Management, PMP/Prince2.
  • Expertise technique
    :
  • Structuration de financements complexes (garantie, cofinancement, PPP, instruments de dette).
  • Évaluation des risques budgétaires et quasi-souverains.
  • Maîtrise des standards internationaux (ESG, notation, pratiques des bailleurs : Bpifrance, MIGA, KfW IPEX, etc.).
  • Compétences institutionnelles
    :
  • Aisance dans les relations à haut niveau avec EEP, ministères, bailleurs et agences de notation.
  • Capacité à négocier et arbitrer dans des environnements multi-acteurs et sensibles.
  • Leadership & personnalité
    :
  • Vision stratégique et éthique, loyauté institutionnelle.
  • Diplomatie, intelligence politique et sens de la négociation constructive.
  • Rigueur, endurance émotionnelle et exemplarité.
  • Langues
    : français et anglais indispensables ; arabe est un plus.
